Welcome to another edition of First District Connection. In this edition – news
about our new district office, which will help us to better serve you.

Plus- as minority chair of the Veteran’s Affairs and Emergency Preparedness
Committee, I also share my concerns about the proposed closure of a state-run
boarding school whose students come from our district, and what I’m doing to keep it
open.

SCOTLAND SCHOOL PROPOSED CLOSURE

Governor Rendell has proposed closing the state-run Scotland School for Veterans'
Children, saying it will save the Commonwealth more than $10 million and help close
a budget deficit of about $2 billion.

The Governor's proposal has become an explosive issue, sparking protests by parents,
military veterans, alumni, and students, a Senate Veteran's Affairs Committee
hearing at the State Capitol, and parents’ claims the Governor's announcement came
suddenly and too late for parents to meet the Philadelphia School District deadline
to find new schools for their children to attend in September.

Although the school is in Franklin County, just southwest of Harrisburg, 70% of its
students are from Philadelphia - most from Sen. Shirley Kitchen's third district,
while others come from neighborhoods throughout our first district.

That’s why I’ve teamed with Sen. Kitchen to delay the Governor's proposed June
closure of the school, by signing onto her legislation calling for further study of
the ramifications of a potential shutdown.

The school, which is located in a serene, rural setting is more than a century old,
and has provided a boarding school education to young relatives of veterans and
active duty military personnel from some of Philadelphia's toughest neighborhoods.

As minority chair of the Veteran’s Affairs and Emergency Preparedness Committee, I
believe it’s my duty to ensure these promising young students are not left out in
the cold, with nowhere to go.
